I love how well this contrasts with the mystical mood of Corridors of Time. While that song represents everything good about Zeal, this one represents everything bad about it, in a very fitting way.
I always thought of Corridors of Time as both very uplifting but melancholy... this one is its very sinister counterpoint, leading into the downright spooky and tense theme of the "Undersea Palace".
I remember the first time I listened to this music. I was about 13 at the time and was playing the game in a language that I didn't understand very well. I could get most of what was happening, however, my progress was slowed due to the language barrier. This music will always be very special to me. The excitement I felt when reaching this particular place for the first time combined with the eeriness of the music and the apprehension I felt all made it a memorable experience. I couldn't help but feel happy for progressing this far in the story, however, I had a feeling this place was hostile and dangerous. I knew something important was going to unfold. While Corridors of Time made me think this new area was interesting and mysterious, this music made me realize how critical this particular timeline (12 000 BC) was for the story. Just another reason why Chrono Trigger is by far my favorite RPG, and my favorite story in a video game.
Zeal has always reminded me of Atlantis, specifically in recent popular culture where Atlantis was supposedly a culture more technologically advanced than we are today. I've always thought that was the intent, what with the floating cities, transport pads, and undersea base (although we do have the technology for the latter, albeit at great cost). Perhaps it is fitting that the first notes of Zeal Palace sounds similar to the first slow notes of Atlantis Awakens from Stargate Atlantis, which plays in two of the series episodes, the second of which is when the expedition team finds themselves in a dying and flooding city as the power source runs dry, and the forcefields, starved of energy, collapse. In a similar manner, the residents of Zeal (Zealaeans, Zealinites?) are on a tragic path to destruction.
Well, it might not be as much “they are more technologically advanced” as much as “they have more ability to do things”- in the game, everyone in Zeal could use magic, so it would make sense that they would have mixed it into their technology, thus, since very few in the present day can use magic, we wouldn’t be able to get the same technology as Zeal- but even the technology equivalent to Zeal or better becomes possible and even made for the public, as seen in 1999 AD.

Because the people with money and power has socio-engineered people to work in a system where the CEOs earn money in a 100000000:1 ratio compared to their lowest paid worker, meaning the average and most people have less time to have fun, that is, doing nothing or having fun, that also is, playing video games or wandering through random game soundtracks, etc - that's how.
