Paternoster community obliged to have fishing quotas

The community of Paternoster have been living off the sea ever since they settled here. Lately they are obliged by law to have fishing quotas in orders to fish. This is because they mostly catch crayfish, which is classified as close to endagered spicies. Some were denied these qoatas and this has caused a outcry from most of the community members who have no other skills but fishing.
