The W is strong as soon as you get more AP.
The bounce Percentage scales with AP. Starting off at -10% and increasing by 10% each 100 AP (Hence why your full build, with 980 AP, you got a 88% damage increase each bounce)
So Q max start is the way to go as full AP nami, but W will be your big burst later on. Especially in teamfights.
Skarner delivery
Zwag, keep reading nami W tooltip. It's -6% per bounce @ 2:30. You need enough AP before it starts increasing per bounce.
When I play nami I max w first and bounce it off as many allies as I can to hit others. It's awesome because you just stay way back and poke people without them reaching you.
