All those really fancy water renders in Minecraft are just motion-tracked footage of Minecraft in Blender, where they're running a non-realtime water sim with hundreds of thousands of simulated water particles, then using math to create an averaged mesh of those simulated particles (to make it a visible object), and then simulating particles like foam, bubbles, and splashes, which creates millions of small particles in the water.
Honestly, i dont like the water physics and how it moves, especially with the water being blobs for some reason and the way it works as well. also the way everything moves just seems too lose when it comes to the physics on the cape and vines, making it feel off.
yeah, that's likely due to a combination of low-poly simulations (for the water), and for the cape and vines, low substeps and low simulated gravity for performance reasons. Java isn't great in terms of performance, so if this were being run on Bedrock, which is made in C++ (which will also probably never happen, because community modding isn't possible due to it being a UWP app meaning all the game files are permanently locked and encrypted), then that might be possible. Otherwise, you can optimize it as much as possible, and wait for computers to be fast enough to run better simulations faster.
