The poor growth is most likely due to light deprivation, once you have it in natural daylight you should see a big difference ;) Overwatering is possible but only as far as the rockwool being oversaturated which will suffocate the roots. Roots outside the rockwool will be in a vertical NFT type environment so its difficult to overwater. If you are getting a lot of evaporation, keep an eye on the nutrient EC/ppm as it may increase (concentrate) and lead to overfert issues which wont help. For the best chance of success, the plants should have a reasonable amount of roots clear of the rockwool before you place them in the vertical system, getting them established is the tricky part but after that its all plain sailing ;)
