There is no waterfall on this river, I believe, so why the 'foss'?

Further downstream the currents are stronger and flow more forcefully. It''s not a waterfall really. Sel is derived from seal, which supposedly could be spotted there, although I've never seen one there. So strong currents seal river you could say.
