you calling it "scary" because some random loose rounds are in a vehicle is comical to me. It's not like you found a cache of stolen firearms or plutonium :)
The bullet is most likely used for self defence guns and its known to having good stoping power and not penetrating through and hitting someone innocent behind
The round in the trunk was a hornady critical defense round. It is actually designed to stay in the body when making contact and not exit. Although there are many factors that play into this, like bullet grain, distance from the subject, gun, etc.

We have fixed some cars that were shot at the we found the slugs in the car and one time we fixed a Turo car and found bullets casings in the customers car like they did a drive by in it.
Part of what was left out about the JHPs: it doesn't keep going. In other words, if you use a full metal jacket bullet, that good through several people and keep going. The jacketed hollow point rounds stop in first person, morbid as it may be. If you're carrying for protection, you need the JHP.
The critical defense round is a hollow point which is made for self defense. The hollow point isn’t actually to blowing a hole in someone. It is made to expand so it doesn’t pass through anything extra like a wall. For example if you have to protect yourself in your home you don’t want the round to pass through a wall and harm your family in the other room.
I actually use that exact same ammo in my ccw. Honestly what it was is someone who did the same bust didn’t have multiple mags. So when they would go to the range they change the ammo in the car.
Hollow points are supposed to expand in the body to prevent the bullet from exiting and potentially hurting another person. Police use them, and they’re very common for home and personal defense

finding ammo in the car is not sketchy at all. i have rounds in my car in places like under the seat or trunk from when i go to the gun range and sometimes the box of ammo isn’t fully closed and some may fall out and getinto crevices in the vehicle. the person that had that vehicle could’ve been a total responsible gun owner and has rounds from going back and forth to the range. the ranges don’t allow for hollow points so i’ve sat in my car and unloaded my carry weapon from the hollow points and put them somewhere before going inside the range and sometimes it falls between the seat or something. not necesarilly sketchy to find brand new rounds in a vehicle…
I found bullets, a SNES, a bunch of new clothing with tags on (hats, sneakers, you name it) and a few CDs in a car I bought back from someone I sold it to after they'd gotten it impounded and "moved to Florida".. turns out he was a bounty hunter for the feds and just needed my car for a sting op, but the target fled to FL.
