Having a body cam is not just hardware, it’s a system that has computers, storage etc. So I understand that small municipalities may not be able to afford them. However, failing to try to budget them, not applying for grants etc is either being lazy or tacitly acknowledging that you don’t want to see what your LEOs are doing.
DuPage County, Illinois has body cams, dash cams and inside the car cams, magically the videos all disappear when they show the abusive and criminal behavior of their deputies. Just like the cameras always get shut off when the deputies are demanding and taking bribes, stealing from citizens, drinking on duty , fornicating on duty, sleeping on duty, etc. A fish rots from the head. MADD gives awards to cops for making a high number of arrests. MADD in turn makes money off of arrests indirectly but especially directly from the "participation fees" it collects from defendants ordered to attend MADD victim impact panels, which are $75, $100, or more per person.
It is a violation of the law but cops are very rarely charged for it unless they also did something so terrible that the department can not cover it up

no cameras? Why is that allowed? All cops should not only have to have insurance like doctors do so the tax payers aint on the hook when they get sued and so many strikes they can't be insured anymore, but no body or car cam screams "we can violate any Rights we want"

Idk if that's exactly going to work, because it takes a lot of the burden of responsibility off the towns people to not have to pay for lawsuits, so what if that effects how much the towns people care about the dangerous mistakes the law enforcement would make? It's definitely a great start & direction though to get the ball rolling.

It should be enforced that evey car and every officer has a camera. If it is muted or cut off it should be seen as tampering with evidence and the case in hand sgould be thrown out
He should have lost his qualified immunity for not having his body cam on and the fact that he hasn't provided any proof should automatically dismiss the case and the cop should lose his job period

Always record the police. Backup to the cloud or live stream. Make sure that you disable biometrics so they can't delete your evidence against them.
