I'm kinda good in Hammer.
Knowing that at least the CP's are unaugmented individuals it stands to reason that some could, would, or have turned against the Combine. Take Barney for instance, he is registered as Civil Protection and acted under cover for who knows how long until Gordon popped up, able to use his access codes and such later in the fight for City 17. Perhaps there were those who chose to turn from the Combine within the CP ranks but ditched the uniform, this makes sense as you would expect hostility from the normal rebel members if you were walking around in CP attire and weren't one of the leader-type figures like Barney.
I think that in Half Life 2 Episode 1 towards the end of the game, the Civil Protection does go Rogue, but not in the sense as in "Join the ressistance" and more along the lines of "We need to survive", They aren't part of the combine anymore but aren't rebels either, they're just on their own like the rest of all the people in City 17 at the end of Half life 2
basically in ep1:
50% are or WERE actually defectors that gave supplies to the Rebels, and actively ordered other CPs to not harm them if they were leaders. They changed into Rebel wear to not get mistaken for a Rogue Cop
50% go to the Rogues, the "chickenshit" Metrocops.
I do feel bad whenever I shoot cp's in Half Life. After all, they joined not because they enjoy it, but because it is better to be the one holding the grip of a gun, then to be the one at the barrel.
FaZe Not in faze Also because they are promised better living and such. As seen in one of the episodes where they split from the combine, due to the cities destruction. They realise that the promises aren't possible, and try to save themselves, not the combine.

I’ve always been under the idea that when it comes to video game adaptations into some other form of media, best it adapts something that’s a part of that universe and not just a remake of a story already told, that way, for people who haven’t played the games, it exists as a means of introducing them to that universe, and can go on to play the games if they want more. Here’s the point I’m coming to.
If they ever made a Half Life movie or TV show, I’d adore it to focus around say, a CP officer either becoming self aware and joining the resistance to help their fight against the Combine, could make for a fun dystopian action movie or something, or perhaps, the Resistance capture a CP officer, and with the help of say, Kleiner, interested to see if they can modify their brains to think differently, giving back their humanity and learning that the Combine are the evil they were born into.
Think that could work too, because like all good science fiction, your Robocop and Terminator movies (the good ones) in particular, at their cores they’re about analysing the human condition, what makes us human and what makes the robots/aliens/war machine not human.
Just an idea, would much rather see those ideas explored, rather than some incompetent studio who have no idea what makes Half Life work, make their movie about Gordon Freeman and give him a voice, and a bland, generic one at that or something ridiculous, not realising that he’s supposed to be mute, the same way Doom Slayer is mute because we are him.
I always rocked the resistance MetroCop skin on Gmod, I liked the concept

Hahaha this is lots of lighting work and lots of editing, but with certain mods you could make your game look like that.

Civil Protection officers aren't brainwashed. They're given better living conditions and if they still have a family they can stay together

Hm, i this is a pretty cruel world for the Civil protection. It's like you want to know the feeling of joining the Civil Protection and then knowing its cruel reality, you then feel like joining the resistance but you can't Breen or Civil Protections will know what happened.
They sould make a dlc through the eyes of a metro cop who see how fucked up the world become so he slowly goes through the process of becoming a rebel
