For some reason, my Granger 3600's chrome trim and grill got removed when I added the imani tech armor, and the armor texture is only displayed on the driver side door and nowhere else.

The LCC Innovation is from the GTA 4 TLAD expansion. You had to shoot all the seagulls on the map to unlock it. It was pretty cool back then.

Yes, go to interaction menu and go under manage vehicles, personal aircraft vehicles.
Unfortunately no, they're delivered at predetermine spawn points near where you called your mechanic or interaction menu.
