Because the community workers could bring more equipment and medicine with them depending on necessity. And also, if the app they use have statistics for tracking the amount of work and healthcare they provide there in order to advance improvements and show to other governments the impact this kind of program brings to their communities. And also, the app system of gathering information, with the right AI, it could show if in a specific region, there is a surge of malaria or colera, to warn in advance the authorities about the need to intervene in a region to prevent the spread of those. Hmm what else is possible?
