I'd agree with your "just technology passing us by." Of the kind we'll likely never learn more about. It was quite revealing when Jimmy Carter during his 1976 election campaign said that he would make all government "documents on UFOs available to the public" if he were elected, but didn't. He had also said that while he saw something, he couldn't exactly attribute it to extra-terrestrials. To me, in his particular experience, it points to American top-secret aircraft being developed that people accidentally caught sight of.
