PROPHECIES are not CONCLUSIVE or ABSOLUTE because prophecy are subject to change because there are many factors that goes into its fulfillment. It can change due to lack of participation, cooperation, freewill, warfare, intercession, repentance, obedience, disobedience, mercy, doubt etc. etc. If a prophet misses it it doesn't make them a false prophet because there are few factors that probably changed the outcome.
It would be best if no one prophesied if things are subject to change.
