Takumi has been pretty explicit in stating Phoenix and Miles are just very good childhood friends, but after a while Capcom themselves decided to do some fanservice (Take this video for example) while still maintaining that they're just childhood friends. That said, it's fun watching the fandom ship Wrightworth :P (Well most of the time anyway, there are instances where it becomes annoying after a while)

The creators literally said that in the first game, they made them to be good friends, and later tried to contribute to it. Takumi even tried writing a scene for it, but was told by the local Yaoi expert that he did it wrong. He even drew a 4koma depicting Maya drawing Miles as Phoenix's prince with roses and those romantic sparkles and leaving them around in the office. Please don't take lines out of context.
