The Indians are truly geniuses in getting things done cheaply.
I know I have been in India 5 times.
    I give you one example.
How do you transfer high pressure Propane from one tank to another?
In India the propane tanks have a valve that is looking up.
The exit hole is on the top.
All you need is a 5 inch long pipe of the appropriate size, that cost about a dollar.
And than, you put the full tank upside down, on top of the bottom empty tank and put the pipe in the middle.
The whole propane will flow to the bottom tank and the same pressure is maintained.
    No expensive pumping equipment needed.
    Shebang.... mission accomplished.

Most of the stuff we do in space and aro-space now days is overpriced junk.
      NASA spends taxpayer's money wastefully.
That is how Elon Musk was able to save 90% on access to space.

The budget is because manufacturing parts for rockets involves almost a dozen states. Transporting parts all over the nation just to build one, states only agreed to forming NASA because they were promised facilities into their respective states. This is why the private sector is so much more efficient.
