This ship actually makes a lot of sense, Wanda and Bucky are actually very similar when you think about it. They've both experienced untold misery and hardship physically, mentally, and emotionally. They've both done things they regret, and they're both soldiers (though different types). They've both been through hell and back and are struggling to find their place in the world. Nobody really understands them or accepts them besides their team, and even then that fell apart. They're both outcasts. These two could really understand each other and help each other if given the chance to develop some kind of relationship, whether it be platonic or romantic.
This is one of those pairings where I didn't think about it until someone told me...now I'm like "holy shit I think I ship this"
