Hi Luke, being Italian I can explain why the "funny sign" of the launderette in Rome was addressed to "ladies". In Italy many people still think that doing the laundry is women's work, which is sexist of course but that's it, sadly enough.
USSR joke most probably relates to furnishing and atmosphere of those times. Sometimes may imply poor quality and service. In the context of the joke the hotel might wanted to say that their guests may experience conditions and level of life back in USSR. Many tourists coming to Russia would love to get that experience.
