Der Mono für den kleinen Finger wurde von der Bunkerpolizei verschlossen, da er wohl nicht zu Route gehört. Macht es oben schwieriger..

Can a tourist climb at the bunker? Can you just walk up and start climbing?

Normally you have to be a member of the german alpine club (DAV) to be allowed to climb there but I guess it's okay if you only climb there few times. But apart from that you can just start. No entrance fee or anything.
