In my opinion, the extra area in Portland makes the most sense to be a prison. It's far from the entire city, no roads lead to it (or atleast no asphalt roads) And the surrounding area seems to be a rocky cliff. Makes sense for a prison to be there, and again, as you mentioned, the characters going to Portland in the intro cutscene backs this theory up, even if just a bit
It would also make kinda sense it being a location where a nuclear power plant would be. Looking at those 2 big circular things near the smallest part of the landmass, or somethings. But meh that doesn't exist so, at this point no point arguing about it.
I think a big reason to why GTAIII's map feels a lot bigger than it actually is, is that the streets aren't laid out on perfect grids, so you have to take many more twist and turns to get where you want, so you naturally take more time to get to where you have to go. It's a testament to how well designed this map is. VC had a similar design philosophy with the internal streets, but It felt a lot smaller than III because of the outer main roads effortlessly taking you to any corner of those thin islands.

Literally walking around Vespucci Beach takes you minutes, while driving from there to El Burro Heights (very east of the city), takes you less time than walking up and down Vespucci Beach. Personally feel that once the blocked tunnels are completed they would most likely connect to Carcer City and surrounding areas, due to Carcer being mentioned as being near to Liberty on the radio in GTA 3 and also in Manhunt the mission Press coverage begins with the protagonists exiting their vehicle opposite a closed off road tunnel, could be coincidence but I'm not so sure as it is often stated that GTA and Manhunt exist in the same universe.
Great video and analysis as always! Given that the beta map is in wireframe, it looks like they had all of that modelled (or greyboxed - which is the act of creating the basic shapes of a map or location in a game), but they either removed it after, or some of the screenshots/renders are actually from BEFORE that map was made. Seems like they just took a topdown view of their 3D Studio MAX project for that beta map. Shoreside Vale looked "greyboxed", where just the basic shape was done and nothing else.
Thanks for liking the video and for the insight, as well! I figured that the wireframe-looking details on the map meant that a lot of places on it were created by this point, and that Shoreside Vale was in the very early design stages by then, too.
That bta map was likely from the flash interaction. They even had points where you can click on objects to hear rave music or short interviews of characters, I might have an audio clip I recorded. Shortly after Vice came out they took the interactive dlash map down but Vice had something similar but with post it notes on a pin board.
Fun fact: 'Some other guy' from the opening cutscene is the old Oriental gentleman from Donald Love's missions. Love paid the Cartel to bust him out of prison and then they tried to hold the old man until Love paid more than agreed sum. That's where you come in later in the story
What doesn't make sense is that during the first mission, Claude and 8 Ball are headed to the penitentiary but the closest thing we have as a prison in Portland is the Police station.

The Callahan Bridge is mostly based on the Manhattan Bridge in real life. I think there should have been an in-game version of the Brooklyn Bridge too atleast the player would've had choices to choose whether he should go from this to that island on which bridge. And it would have made the game feel more realistic.
Because it's streets are smaller and more connected. Plus you have three seperate city districts. In VC, we had Vice Beach and the Mainland. Those maps are still my favourites thou.

I always wondered why there was so much land area that's inaccessible to the north of Shoreshide Vale. Also, there are hardly any points of interest on the island apart from the airport and dam. Now, I realise that they probably had more plans for that extra land but didn't finish in time so just blocked it off

The S shaped road on the southern end of Shoreside Vale actually did survive, but it was moved toward the top of the island where it joins Cedar Grove and Wichita Gardens.
You know the tunnels that you can’t enter from shoreside vale, maybe the bank was suppose to be on that other part of land since you can find the bank from the beginning cutscene around there using an airbreak mod but I guess the developers didn’t have time to finish the upstate of liberty due to a deadline.
Seems like that, I feel there was going to be a whole fourth area, a second Manhattan like place above Shoreside but it never got done. I don't know why they couldn't have just moved the bank onto Staunton Island, but I guess they wanted Liberty City to feel bigger with more beyond the hills.
I don't think they actually scrapped the south of beta Shoreside Vale but rather moved it where the residential part of final Shoreside Vale is (Cedar Grove + Wichita Gardens). If you look closely at beta southern Shoreside Vale you can see the zigzag-esque and diagonally directed roads which resemble the final residential district. The north of early Shoreside Vale does look like simplified Wichita Gardens, though, so they might've merged two areas into one. I'm still curious about what those jagged lines on the north-east edge of Shoreside Vale are and what was the early concept of the northern mountains.

There is a mod that brings the alpha version airport to the north of Staunton Island. In this mod, you can clearly see the airport as you arrive at Staunton via the road tunnel.
You definitely should make another video about the LC Bank and those mysterious tunnels that were always blocked. It feels like in theory there should be a 4th "island" by the lore and probably the second part of Shoreside Vale. But that's more like a lore thing, because there is nothing that confirms that Liberty City even has a 4th zone. Just a speculations and community made interpretations of how the other side of Shoreside Vale island hidden behind the mountains looked like (maybe it is even a countryside like in SA), but again, that's not a real thing sadly. Well, at least we got a small chunk of what's inside of those tunnels in Liberty City Stories, but even there the tunnels are still closed, just letting you to drive a bit further than just stare at the entrance from outside.
While I think that the tunnels were there just to imply that there was an outside world (and I don't think Rockstar expected there to be as many people asking or speculating about these tunnels as there were), I did always enjoy seeing fan interpretations of what might be on the other side of those tunnels. Had they been able to properly do it at the time (or for LCS, if adding this sort of thing would even work with the PSP's hardware or UMD space), I feel like a bit of countryside on the other end would have been neat. A small forest or something at least.

I'm pretty sure the pipes in the water serve nothing more than barriers so that you can't access Shoreside Vale early by boat. That's all. No mystery there.
Shoreside Vale would have been so much more versatile and better if it wasn't for the Airport.
