No, 1:26 is accurate, there will always be a hated pokemon. My hated pokemon is Bidoof and it's evolution. The Buneary line would make a better route 1 rodent or route 1 normal type mammal.

I appreciate Chikorita for giving me several good playthroughs in Pokémon Mystery Dungeon games, especially Super Mystery Dungeon, but it's not something I'd use in the main games. It and its evolutions are generally outclassed there by the other Grass starter lines in practically every aspect.
