I think because he dumped my Warden so he doesn’t say anything romantic when you leave him, but he will still kill himself for her if I bring him (as he secretly still loves her)
Okay. I'll just tell you what I did :) I persuaded the court to make Alistair King and I would rule beside him (Which is only possible if you are a human noble). I didn't do the ritual. And in the last conversation with him I chose the option "I'm not going to risk you getting hurt, Alistair" when he asked why I was leaving him behind. He will then answer the line I put in the video. Like you said, it's probably because he dumped your warden before the last battle.

Did you take Alistair with you to the top of the tower? Maybe he only says it when you leave him behind.
