When we got snow in the uk they banned us from having snowball fight if you did you get detention and loss you lunch time hour
I dunno but every year mine acted like they never saw snow before, we had that as well, new head got hired and was all looking at the snow is a detention, going outside is a detention, and touching the snow is a detention, and you'd lose the lunch hour. As in, yes, no lunch during that hour. Which led to two things
1. One of my mates got a detention for eating during lunch. Nobody knew how to handle that one, the teachers had no clue
2. It also led to a habit of students skiving to eat lunch as well
