The subject in the Rubens portrait resembles his brother Philip more than Rubens himself. It is possible that the man depicted is neither of them. The Van Dyck self portrait is in any case a finer painting but falls short of the quality in the obvious comparison work at the NPG. Rubens' greatest portrait is that of his first wife Isabella Brant, today in the Uffizi.
Both are among the greatest painters in European arts but Rubens has the edge in my opinion
