I believe this is an early Monette trumpet made by Dave Monette in Chicago at the time. I’m basing this on the rounded tuning slide, Amado water key, and lack of lacquer on the instrument; all hallmarks of Monette trumpets. I happen to own the C trumpet version of this model and it looks very similar.
Yes, they are flugelhorns. Rotary valve trumpets (not flugelhorns) are quite common in symphony orchestras in Europe. They usually have 3 rotary valves plus 1 or two vent holes operated with extra keys for the pinky.

This tune is a kind of "Rhythm Change" tune and we can enjoy their "raw" talent with which they render the well-known chords.
It’s based on Jeepers Creepers changes
This tune couldn't be farther from "Rhythm Changes", you need harmony lessons.
