Clark did not do it as much in the second through fourth quarters and I also saw three times Wisconsin players extended their hands in similar manner against defenders but nothing quite as egregious as Clark on that first drive cited above. I don't think it is legal for players on offense to extend their hands and arms to initiate contact and push away defenders but it may not be favoritism toward Clark for why refs are not calling it. It could be a tv-influenced "let them play" directive to the refs from NCAA to not call too many early fouls and to allow for a certain amount of physical play to keep games interesting and fast-paced exciting early in the game to get viewers hooked. It is the responsibility of opposing coaches and team captains to talk to the refs about it but it may be they have and are being ignored. I can also assure you who have not yet watched WNBA games that not only is that not done in the W, but also I think Clark will run into trouble quickly in the W doing that. You have to use your body to shield the ball. WNBA is very physical, as the college women's game is becoming.
