In anime there are multiple reasons why characters stand still as the enemy is charging an attack: If they dodge it hits whoever is behind them, they can't outrun it, or my favorite trope, pride. Especially villains will take the attack to the face to see if they're stronger than the main character. Of course it's also a matter of entertainment. If the characters had a realistic sense to not call things out or move out of the way it wouldn't be as fun to watch. I'd also say calling out certain moves makes the characters easier to market because it gives fans a name to latch onto. For example with the kamehameha, rather than having to describe it as "the beam attack that takes 3 episodes to charge up" you have a proper name for it. That way it's easier to discuss among fans and when they hear the first "ka" of kamehameha the fans get hyped because they know what's coming. I could be missing some reasons but I think this should give you a good idea.
From what I know, the official version of why DB characters don't just dodge beams like the kamehameha, is because the scene we see is extremely slowed down so we can see what happens : the character standing still while the beam slowly approaches, the emotion on their face, ... The Kamehameha's real speed does the Moon -> Earth travel in about 3 or 4 seconds. Try dodging something this quick when you're standing just a few meters away
what Nagzz fails to understand is that the a lot of attack names are in Japanese and can be translated into English for example kamehameha is translated to "Turtle Destruction Wave" which makes sense since Goku learned it from Master Roshi who is nicknamed the "turtle hermit"

Simplest explanation in most anime why long charging slow moves still connect even though they're obvious (i.e. Goku's Kamehameha in Dragonball) is because it's a fighting anime and everyone he fights is a badass, and they always think they can take it and demoralize their opponent by making him see how inferior they are (often enough they're right too, otherwise the show wouldn't be so fun). So it's no different than when you were a little kid and you and your friend punched each other in the shoulder to see which of you is going to flinch first. You weren't supposed to block or dodge, you were supposed to take it and prove you're tougher than him. Same concept really.
I AM GOING TO DEFEND THE KAMEHAMEHA i don't know if you watch all of dragon ball (from Dragon Ball, to Dragon Ball Z, to Dragon Ball GT and Dragon Ball Super. yes they are is a difference dammit!) but the person can move with the kamehameha as well as bend the projectile to follow the person and can teleport while charging the attack so you can hit him. That and there is the kamekameha (yes there's a difference dammit!) which is the weaker version of kamehameha BUT it's faster. ALSO there's the also the classic kamehameha from legs and using it as a rocket propeller so there's a risk in getting close while he's charging the attack, they yell attacks so they can focus on the move being made STRONGER, they can still do the attack without yelling the name of it (as shown when goku first did his kamehameha and the battle with Jiren which he is spamming it and Hit as a whole). edit: god i have so much free time what am i doing with myself?
They will be don't worry, just in a different form than what they used to be. Rather than a series of 10 minute videos there will be one massive video of stream highlights compiling together events which happened for that month and as his current editor is doing the editing for both channels, making such a video, along with the other videos he's editing would be very time consuming. Nagzz has just been busy finding an editor to create such videos which is why there hasn't been any highlights for a while, it's always been his plan to have them back in some form. An editor has been found though and is now working on getting the first monthly highlights video ready so look forward to that in the near future.

ah yes, the reason anime characters call out their attack names... a long and arduous debate... the reason for this is, is a series not known to most in the west, it all started, from mecha(super robot genre now) series called, mazinger z, the reason kabuto kouji(mazinger z is the mecha) yelled out attacks(mazinger predates DBZ by almost a decade(eat sht toxic dbz fanboys) is because at the era of civilization, voice activated commands were futuristic... thats it... no really... mazinger z started that trend due to ideals of futuristic fantasy(technically still is), yer welcome naggz, there's your history lesson for today, dont even get me started on why the mecha genre is now called super robot... thats a whole different can of worms, and still, started from mazinger z.
