Can a beginner apply for lfx mentorship and start contributing? For example, i have not worked on any CNCF project until now, so will i be considered for mentee?

You can apply for the CNCF projects, but GSoC would be more suitable for beginners. CNCF has projects based on distributed systems, so if you have good understanding on them, you can apply for it. If you have quite basic understanding of programming languages, I would suggest going through organisations of GSoC, you can find more beginner friendly organisations.

How one can Join MLH Fellowship even if he/she from non-tech background?

It doesn't matter which background you are from, you need to have some experience in a programming language, and know how to work in an Open Source Organisation.
