He was likely wearing rubber boots so that his feet were not grounded. But indeed, this should contain more warnings and better display of safety equipment.
It wasn't really fire, the salty water just got so conductive, that the bloody thing started arcing out. That's what looked like fire, but it wasn't really flames. But he could have gotten electrocuted even not being grounded (standing in rubber shoes) with the melting cable he was touching. If the two conductors only melted out of the insulation and touched his wet salty hand, his fingers might have just gotten ripped off or at least badly burned :D
