It slows all the zombies that are behind bigger beefier zombies that take all the flames (football, Gargantuan, etc), he only didn't put them in the top and bottom because the splash from the winter melon reaches those lanes too, obviously the ones in the middle are just for extra security due to all the fumeshrooms.
