she was adjusting the white ball using part of the cue ferrule, the tip didn't touch the ball at all. it would be a foul if she adjusted and pushed the ball with the cue tip

I dont understand rules, why they try to put all balls into pocket if they can just put 9th ball and win? like in 19:50 ? and why there is no faul when they dont hit any ball?
It is a foul when they don't hit the lowest number with 1 exception. The second shot in a match can be announced to be directed anywhere and can be played without touching another ball. The oponent then can decide whether to take the new situation or refuse it. This assures that a player cannot snooker the oponent too badly.
