It kinda looks like one of those CR speed holsters, but the Double Alpha Racer X or Alpha X are similar. If you are doing USPSA, then you aren't allowed to use a race holster like this in production division or carry optics, and I'm not sure about single stack, but you can use this in Limited, Limited 10, or Open divisions. I've heard that you can use a race holster in any division of IPSC, though.
Edit: I just found this quote from Eric Grauffel, on the CR website:
