H B B A, this encounter was much like so many others where you find yourself explaining standard legislation to people who have taken a role in public service without either being trained or failing to understand the training they were given. What ever the reason it must be the people responsible for that training who need to be accountable, it is hardly fair to blame the grunts on the scene. This cop was calm enough to start with and listened to what you told him but then went ahead on his false assumptions. He asks you questions that you are not obliged to answer and then accuses you of being un-cooperative!. He also does not understand that you have had to deal with far too many other clowns like hime while you are a big surprise to him!, he is clearly unprepared to be denied his unlawful authority. One option I think you could deploy is to tell them at the earliest opportunity that as a private security contractor you are not allowed to engage with them unless of course they wish to engage your services. You can then say that if that is what they want it will cost fifty pounds to start with and then twenty pounds per hour or part thereof. You can then say that you will assume that if they continue to talk to you you will take that as assent to the contract, if they still persist you should then ask for the details of the police station they work from and the name of the senior officer in charge. This of course is so that you can properly address the invoice, if that does not stop them keep a track of the time from that moment and issue the invoice, if it is not paid within reasonable time register the debt with the small claims court!, if it is not settled you could then insist that the senior officer named on the invoice must be suspended from duty until the debt is settled, I can't help thinking that a few rounds of that will educate them!. This will be policy-driven: the Government does not want citizen protests or demonstrations. The police would be delighted to spot a racist angle on this.
