I like Shunsui as head commander more than Yama because he does what is truly necessary. Yama let too much go on under his nose, Aizen being the issue. Some ppl mentioned Tokindada plot during Shunsui's reign, but forget that plot started in Yamamoto's reign too. Shunsui even realized that instead of teaching Zaraki how to fight like an actual shinigami, he instructed Retsu to deal with it in their traditions to further train him. The main difference between Shunsui and Yama was Shunsui visited the world of the living and spoke to Ichigo's classmates. Yama would've never done that

Honestly, the combat point is way~ closer than people might think. Yamamoto's bankai is an uncontrollable nuke, one that has a time limit to prevent the total destruction of Soul Society. Outside of doomsday events, it just isn't worth using. Shunsui's bankai however... it can control the targets, not catching his play's audience up in the fatal theatrics. Even if it were only a third of Yamamoto's bankai in power, it is vastly more usable. I still give Yama the point, the threat of mutual destruction was properly utilized by the old man... but combat is a far closer point than any of the other four here
Yamamoto was the rock that held Gotei 13 together and was the firm traditionalist while Shunsui is the Commander who does what is necessary to ensure both his soldiers and faction survive. Shunsui has also proven to be skilled diplomat and administrator, be it allowing non Shinigami assist or initiating widespread change in his cooperation with reformers in Central 46. This includes programs than never would've happened on Yamamoto's watch.

Unfortunately we can only base this comparison on what we saw of out of prime Yama. All we're told of his past self suggests a much more pragmatic attitude. We don't know how he faced other crisis in his long tenure, but we know he turned the original Gotei 13 from thugs into a proper military and was also the founder and first teacher of the shinigami academy, preparing the very shinigami that would replace him. While I agree the Yama we got was not up to the challenges of the last couple centuries, his role in shaping Soul Society dwarfs Shunsui's contributions even if he was fundamental against the quincies. So I'd say your points could mean that Shunsui has the potential to surpass Yama, but he doesn't earn the title of best commander until he reforms the Gotei into something signifcantly better than what he inherited.

The analysis will inevitably be limited, it's impossible to have a holistic view of both of them as Commanders given the lack of past information about Yama and the future information about Shunsui. I think you understood my perspective pretty well. I think Shunsui has a lot of potential to be better than Yama as a commander, especially considering that, in my opinion, Yama did underperform as commander considering the potential he had thanks to his strength and his competence during the early centuries structuring the Gotei 13.

I think so. The Bankai domain is as powerful as its wielder. Yama was much stronger in terms of raw power than Shunsui. Even the final act of Karamatsu Shinju would probably fail to mortally injure Yama. It's an interesting debate, but highly speculative.
Yamamoto is the ideal leader in times of peace and prosperity, but when the tides have turned and war is inevitable, Kyoraku is the leader you need.
