He might have been deployed with the rest of the military, or maybe sent as back up to make sure Rorke didn't escape. Either way, we could have used him to prevent Rorke from taking Logan away.
I think the reason Keegan disappears is so that the story could progress to a second game. Keegan is a major plot point, and keeping him or Merrick along for the last missions would have ruined chances for a second game, which was likely intended. But the fallout with game studios prevented a second game, and thus we get no explanation.
Reminds me of Crosby in BO2 he just disappears after like the third mission and only appears once more in the one flooded city mission and then he's gone

from what i remeber, keegan specialises in Recon and Stealth missions, so i assume he was sent on a very specific mission by merrick, probably to support the charge against the Federation while Logan and Hesh go Eliminate Rorke to greatly weaken the Federation leadership or morale. if Ghosts had something similar to MW3's spec ops mode, he would probably had a mission that takes place during the final mission but in an entirely different area/location.

I reckon the plan to have a sequel, given the open ending of Ghosts, was the reason The game starts as you play either as Keegan or as a random recon guy as you go to secure Hesh and Logan You secure Hesh and then fight to try and save Logan, but the remnants of the Federation Holdouts are too great in numbers and Rorke gets away with Logan, followed by a 3 year time skip
Maybe he did need to go somewhere else, Or, The mission was for the Walker Boys. Keegan was on the helicopter in the back, He was probably in a different quarters, he DID want to avenge his brother but.. Either Command or Merrick stopped him.
If we go according to lore, Rorke wasn't a priority, even Merrick was telling Hesh and Logan to not go after him since their mission was other. Keagan was probably sent to take control of the space station or was part of the main assault in the deserts of Chile. Either way, and considering Ghost's strategies, Keagan was prolly on a higher priority mission assigned by Merrick after taking control of the airfield tower, but because of Hesh and Logan going on the train, he was left alone to handle that mission.
Ghost team are so underrated when they're one of the last resistance force against the biggest and most organized army in the world, meanwhile task force 141 cant handle terrorists
In severed ties the priority was never about killing rorke it was changing the rocket coordinates or somethin. They didnt seem to know he was really there until hesh picked up one of the dead feds radio. Hesh and logan pursuing him on their own was out of recklessness not planned. So keegan obviously wouldnt feel the need to tag along if the mission was about the rocket not rorke. The next game most likely wouldve started off with keegan in a mission which would explain his absence.
I think Keegan is actually Simon Ghost Riley from the OG MW. Ghost died in OG MW2, which was set in 2016. If he survived the shot in the heart, he might be Keegan. If Ghost was white in OG MW2, he might've changed skin colour after getting burned by Gen Shepherd. Keegan probably lost his accent after getting burned. Since the names are different, Keegan might have been working with other squads, joining TF 141 as 'Ghost'. At the end of OG MW3, there was a secret deleted ending showing Price passing out, or dying. Maybe ghost survived and was picked up by the Ghosts after his body was found, and later found that Price died. After getting serious medical treatment, he survived, and went back to being Keegan. So what I think is that after the 'Sin City' mission, Keegan requested to be dropped off at a certain place on the way back to the carrier to meet Frost, to ask about Price and the diamond mine incident that killed Sandman. Since Frost wasn't there, he didn't know. Unwilling to believe that Price had died, he continues searching for clues until he finds an old newspaper about the Hotel explosion in Dubai in OG MW3. After knowing about Yuri and Price killing Makarov, while getting chased by the police, he found that Price (Who was probably not dead) had been detained. So Keegan goes to Dubai, bails Price out and explains himself. I know this is stupid, but it's what I think.
I figure he might have been planned to have been a major character in the sequel, and the writers couldn't figure out how to balance the ending with Keegan in the final mission. Having the 3 of them fail would damage Keegan's reputation but also killing him would be losing a great character.
i like to assume he was sent to take out what remains of the federations command to stop them from rebuilding quicker, or he was helping us forces push through mexico as a distraction. (would say to retake the previously lost territory on the us mainland, although by the time you go to the federations HQ there is no reason why the us havent retaken the west coast)
Feel like its just as simple just like why Frost wasn't in "Down the Rabbit Hole" .....they forgot. Infinity Ward just can't write a good story and they just forgot about him. Wouldn't doubt it that he was also suppose to die in Sin City, scrapped it, but then forgot about it for other missions

The first is that they left him out of the last mission because Logan and Hesh have a deeper hatred for Rorke, who killed their father, so it would have made more sense for the two of them to confront him. The second theory is that he was deployed with other soldiers during that mission. The third theory is that when they were making the game, I don’t think they anticipated the backlash they received. They might have thought about making a second game where you could play as Keegan to save Hesh and Logan, which could explain why he wasn’t included in that mission, as Keegan also harbors hatred for Rorke. But I guess we’ll never know.
i think rorke caught him after finding out about his location or ajax death affected him so much and he needed some time or he secretly worked with rorke or he stayed with merrick because the mission was for logan and hesh or keegan on ground with Merrick's boys when the UAV sent by 2nd Lt. Collins hit it or he tricked them or betrayed them in my option
Did no one see the hand and but of an arm and leg but mainly hand off to the left side of the screen on the helicopter part? When he’s wandering where Keegan went? Like I always thought THAT WAS Keegan and he was just sitting mostly off screen so you could barely see him. I mean I guess you could say it was one of the random marines also on the heli but I always believed that was him.
Probably just had no more room left in the plot for Keegan. Because it makes sense why only Hesh and Logan want Rourke dead and it wouldn’t be as impactful with Keegan there
i say that keegan was not down with the decision that were made so decided to to go silent and watch the events enfold since he experienced dealing with rorke so potentially the in cod ghost 2 they were going to make us play as hesh longing for and upper hand on rorke and revenging his father and brother but it will all soon fail and in a half way mission keegan would reveal himself. inviting hesh to cut communication and also go silent and become a ghost and hunt rorke but its just a theory

I think Keegan was the victim of bad writing. The ending seemed a bit rushed so the writers may have forgotten to include him in the endgame.
And time restraints too, I can imagine infinity ward was rushed like hell because they needed to one up BO2 as the limelight of the series.
