If the mistake was made by department of state in classification of visa category and the applicant could not seek to acquire in the one year because of his previously assigned category, and if the applicant age could freeze cspa age 3 years ago if he had been given the chance to submit ds-260 back in 2021 , so the whether counsellor officer will look at this circumstances and he
will consider the previous final action date before retrogression.
Because these circumstances were not made by the applicant himself even he has to wait for many years due to wrong assigned category.

Sir i have question when i was kid might be 2 years or 3 years old my father had applied for us visit visa with old generation passport (not mrc passport) he applied with family now i am not sure he applied for mine or not but they refused so questions is if apply what should i mention refused or what i am very thankful for you answer
If they refused back then, it doesn't mean they will refuse now. Just make sure to provide all the necessary information and be transparent about your past application.

Dear Sir AOA! Thanks for sharing valuable information regarding US visas and maintaining personal record. Also maintaining staus in which a person is presently enjoying the given privileges. I would love to share my friend 's question. He is visiting us with his wife and daughter. My friend visa( visit) will expire in 2028 whereas his wife and Daughter visit visa will expire in August 24 but at the airport both the wife and daughter received 6 months stay as usually in practice. Please advise and oblige whether they legally stay till the entry date or the visa date which was for five years but during those five years they are visiting for first time and previously they visited in 2019 and went back well in time and maintained their status. This there second time visiting US. So thier record is clear no overstay ever. Please guide us. Love and regards
