Most kids are fine, but if swarmed, some people (both kids and opportunistic adults) will start reaching in your pockets. Next thing you know your pockets are emptied, wallet is gone, etc.

If you want to avoid being surrounded and followed by bunch of kids all the time stop giving them money, yes it’s okay to give little money like 10-20 pesos each but only at the point when you decided to leave that area completely because if you planing on staying in that same area for a while those kids telling their friends and everyone that there is foreigner giving away lots of money’s there for you always attacked by so many kids. Trust me on this I leaned it the hard way and actually that same sari sari store in Pasil is where me and my mates we stop by for cold beer. Cheers and safe travels my friend. P.S. Pasil is bad area of Cebu city there is many kristal meth users there for giving money the way you did is kinda dangerous.

i've been to Pasil with my ex to visit his relative's squatter house and i felt uncomfortable with a people around and their place was so scary. i decided to stay myself clam before leaving. i've been traumatized. now we rode a tartanilla (horse carriage) heading to colon to go back where i stayed. so i won't ever come back again 😅

Be careful giving out too much money it could possibly meet you at target. I was in country back in 1979 with the United States Navy. Be very careful I plan on going back before it’s all over thank you for helping the children but like others have said go to their home and help the parents that’s where the help really lies.
irresponsible to give money to the kids like that. You put their safety in jeopardy with older kids or adults. Why not go to their house, meet their parents and buy the family a bag of rice or fix a leaky roof etc.....

It's the 3rd world, I'm half Filipino and only stay around tourist areas when I visit unless I'm visiting my family in the province and I'm with people I know. They don't really like foreigners there, if you're in a place like Cebu you should really learn the dialect that's spoken not all Filipinos speak tagalog.
