    Mark, looking back at your first few videos, before you were in real estate riding your bike around Coco Plum , you've certainly come a long way. I used to cringe at some of the statements you were making about building a house on this or that lot.
    You have come a long way , from a Grass Shrimp to a Big Daddy Lobster. You have earned your Masters Degree in Monroe County Political Double Talk, Building Department Shuffle, Screwy Real Estate Laws and Scammer BS.

    We started looking at lots and you are correct, the building permit is a nightmare and just not worth it. We ended up purchasing a home in Key Largo and could not be happier.

    This video Mark is very informative. I myself figured you could just buy a lot and build on it. I have a cousin in Key West, I will let her know about this. She could explain to her friends about ROGO. I bet there's a lot of people out there who knew nothing about this. Thanks for your time Mark really enjoyed this video.     Thank you for this video, very helpful information. I am currently looking for a vacant lot and would love to find out rough cost in building a house, dock, etc. and timing of completion. Of course this is rough numbers but a walk through for a person that's a first time house builder would be helpful. Maybe an interview with a contractor/builder... Thank you again for all your videos. I bought a house over three years ago and have loved every minute of it but there was a lot to learn along the way...cant thank you enough!

    good morning Mark thanks for the great information you did a good job presenting it I live here in world famous Dania Beach Fl and have no intentions of moving to the keys but i do love the keys very much and found this video very interesting

    You did a great job explaining this, Mark.
    It was originally going to end 2023 but the Chine-uh Virus I think extended it.
    I called Monroe County and talked to the guy that administers this and even he had a hard time explaining it.
    The real basic thing he said I needed to know is, even if you get a bunch of ROGO points you may not have enough at the end of the day to build because you may be #11 of 10 permits being issued for that area. They won't tell you how many you need and you won't know until the process is complete for the area.
    So you could spend $500k and above on a lot and end up not being able to build.
    I should have bought an exemption when they were on the market 3 years or so ago. Lol.

    Excellent, I would have never even thought about ROGO. It's almost like those jokes where people have land to sell you. Sounds like you need a trustworthy realtor to figure out if you have a dream lot or a piece of paradise that you can only look at. It sounds like a very cloudy process where people with more money than you can find ways to jump to the front of the line. The selling of building allocations also seems like it has a number of ways people could be taken advantage of. Almost sounds like buying a pre-existing home is a better choice or one with less headaches.

      A "trustworthy" realtor from C B tried to sell me a lot that was unbuildable in 2014, the lot is still for sale and they all know the mean high water line covers half the lot(they play dumb). There are 3 more lots on the tip of Cudjoe that are unbuildable.

    I question the constitutionality of ROGO. I don’t think the government has the right to tell you you can’t build on for example on a tier three lot which is not environmentally sensitive. Building permits were created to make sure homes are built to code. Not to tell you you can’t build. It is not the government’s job to protect me. Also, ROGO is based on arbitrary numbers. A study done in 1972 on how many people can we evacuate in 24 hours. Well why not 48 hours? Weather forecasting has come a long way since 1972. I can’t wait to see how this plays out.

      This is a method of doing 2 things
      1. Maintain high property values and prices.
      2. Turn the Keys into a "gated" community meant only for the top .5%

      Damn man it's so crowded here already you can't even make a left hand turn. Can't get into a restaurant anymore without a reservation or a Two hour wait and that's for a local.
      Have you tried to price insurance down here. Fagetaboutit!!!!
      And ( PROPERTY TAXES ) HOLY SHEIT BAT MAN They are through the roof.
      Unless your property is homestead taxes are going to be a fortune.
      Mark sold a few of my rental homes for me because the taxes doubled on them in four years with no end in sight. They were more than the mortgage payment. And forget about vacation rental homes. By the time you pay all of the expenses and damages it's a losing proposition.
      I lived here in 1972 - 74 and we played ball on US1 and seldom a car came by.
      I could go on and on but when all is said and done ( I WOULDN'T LIVE ANYWHERE ELSE )😊

    Buy an old mobile on a lot and replace it. ROGO came into real effect this year I think. I suspect the county will have to buy the vacant lot owners out after the impending lawsuit. Call the county before buying and get a ROGO of your lot copy first

      They won't. They're giving ROGO points for unbuildable lots that are donated as it is so after it's all over you're just stuck with a worthless lot.

    The rumor is there will be no new permits issued after 2024. Tier 1 lots are easiest to get permits for tier 2 may take years and they say don't even thing about buying a tier 3. Remember there is a 25ft setback from the front property line and you must be 20ft from the mean high water line if on the water so if your lot floods over half the lot you will not have room to build.

    Hey sir thank you for the info, I’ve got a question was watching Beach Front Property on Hulu yesterday and they should some nice houses for 3-4 hundred Thousand are there any for around that price or was I watching old show.

      Unfortunately, Beach Front Property Hunt is a fiction show in several ways. We were propositioned by them for one of our listings but it would not have been helpful, would probably just confused people. BTW, we do like to watch that show, just for the fantasy aspect.

    I own a house in Kl for the last 7.5 yrs. Rogo always comes up but I feel like developers will get what they want no matter what is discussed. It was an issue then but seems like it is not so much now which is backwards. I hope building is limited but developers seem to get what they want. Hurricane season just around the corner…

      You can camp for 6 months then you must move.

      That's absolutely not true.
      You cannot camp on a vacant lot.
      You can't do anything with it but mow the weeds and pay the taxes.

      Only in the Keys as far as I've heard. Each municipality has their own system that is similar. For instance ROGO in the city of Marathon is called BPAS. Same basic deal....

    Great job as usual Mark! I know some will disagree, but I think this is a very very good thing, especilly for the keys. We have to fight and make sure we don’t overpopulate or over tax our resources. Plus these families had multiple years to plan what they wanted to do with their lots and submit plans… don’t feel so sorry for them. Just my opinion...

      But FEMA has to manage the disaster afterwards and government would be blamed for deaths if a storm hits and they don't do everything in their power to try and save people.

      Maybe you aren't familiar with Key West/Monroe county gov. I flew down there a Thursday so I could submit application for a permit in person which they require for an owner builder. They had closed the office at noon so they could go watch a wiener dog parade.

    We have failed every single recent hurricane evacuation traffic study... If your lot was build able it was good for a particular time period simple facts. I wish you could have covered the 50 percent rule on rebuilding after Hurricanes as well as Ron Disantis taking the word climate change out of legislation and trying to put golf courses in our state parks, I'm not buying what these politicians are selling. If the habitat and environment isn't preserved it no longer will be the FL Keys. I'm a Conch native.

    In 2012, @ 40 years old I went looking to buy and build. I got to know and understand the rogo system. I looked at when the rules were enacted and what age group owned what at that time... AND, the usual suspects pissed me off again - BABY BOOMERS!! My parents generation! They owned everything down there and than made the rules to make it extremely difficult for anyone else. Thats why the majority of people are still the same owners and properties are kept in the family. I ended up buying up in the Adirondacks and down in Costa Rica. BABY BOOMERS = SELFISH, AND SELF CENTERED GENERATION!!!! Especially the women of this generation. Shame on you!

    As far as Im concerned there shouldnt be anyone living on or in the Keys!! The place was a wildlife Sanctuary. It should have all been declared a national park 200 years ago!
