The reason Mitch won was because in the control room gamemode you have to complete 3 objectives and hold your own capital. The last invasion in the game was Mitch taking back his own capital, while he had 3 objectives done.
The reason it ended early is that you had it in quick mode instead of total domination, which ends either when someone controls 3 continents or gets 3 stripes (that means that the 1 last soldier that Jerome had holding out at 1:02:36 saved the game from ending earlier)
