Most, if not all, narratives that talk about a divided tech sector fails to recognize that there are professional groups that create the international standards the world community abides by. In electronics, the IEEE working groups on standards is that standard and conventions. While differences may exist to approaches, they will abide by these international norms if they expect international acceptance.
Further, those countries that lead a particular sector pretty much determines what those standards are. A good example is Huawei in telecommunications. Huawei dominates the IEEE telecom group and thus is able to set the standards. The US was the leader, but that leadership is fading due to political threats and coercions by the US. It is for the US to lose as it spends most of its political energy on stopping China's rise instead of investing on America's technical rise.
US semiconductor companies are laying off employees as their sales decline and their falling profits lead to less R&D causing a failed leadership by US semiconductor companies hampered by the US government denying them their biggest international market, China.
