They are doing it wrong because they have wet land and they are using bricks as foundation base bricks are prone to suck moisture from ground and they the by the time water will get sucked by reinforced concrete also and steel will get rusty and base will collapse so my friend at least use stones as base atleast 1 feet above the ground then lay bricks if you love laying bricks as foundations base
I seen this before Basically if the ground moves , the house won't crumble, in my village in Pakistan we live on a mountain, it's waste of time digging foundation to the rock, they built like this
This foundationis a completely joke. To have a stable building you need to go at least 90cm underground. Also the foundation needs to be wide at the bottom, otherwise will sink in the soil because of the weight. This a poor job.

A waterproof sheet should be placed on the brick to maintain the moisture of the concrete mix to get the optimal strength
