You can wear the claw because of your level 30 hat. And you 'can' wear the level 40 hat because of the claw. So if you swap out the level 30 hat, you cant wear the claw, so you can't wear the level 40 hat. So you need like a top and bottom with dex maybe.

The Lv 30 hat is a ski mask that is not pulled down. Always thought it was a weird beanie 😂
