Absolutely not. It seems that this version of Kurama is nothing more than a smaller version of the original. This is supported by him being aware of the Juubi, and asking Himawari “Do you know me”. This supports the idea that it’s not a descendant of Kurama but the original. This Kyuubi’s small size is likely because Kurama destroyed his chakra in the fight with Ishikki. The Bijuu swelled with chakra as they aged I’m pretty sure this one will do the same. My theory is supported by the fact that in Shippuden when Naruto won the chakra tug of war Kurama looked emaciated as if it was starving.

From what I understand:
When tailed beasts die inside of people their chakra just leaves the body and after few years forms into another same tailed beast. Kurama's chakra however in baryon was completely drained so nothing could reform after.
Nothing, except kurama backup drives.
Basically Boruto and Himawari, like Naruto before them, inherited small amount of bijuu chakra.
Like Kinkaku and Ginkaku, who were inside of Kurama for two weeks he was inside of jinchuriki for 9, so Naruto is kinda Kurama's son, as Kishimoto planned him to be.
However until Kurama was alive this remnant couldn't grow into something more to prevent copies from existing, like with karma. And after his death Boruto's body was already occupied and rewritten, while Himawari was vacant.

Hey so after I saw this video I was reminded of a doujin I read back around the time when the Boruto Anime began airing. The plot was about the Birth of Himawari. The summery is like this:
When Himawari was born, she was having trouble breathing and was immediately shifted to ICU. Even after the Doctors trying all possible her state was slowly getting worse and Naruto was looking miserable at the thought of Himawari dying. That's when Kurama switched with Naruto like he did in the war and transfer some of his own chakra directly to Himawari which helped stabalizing her. What if that really was how things turned up? That would explain why Himawari would have the Kyubi chakra. Plus lets say it was dormant until now but after Kurama inside Naruto died the kyubi chakra inside Himawari finally gained sentience and was quietly growing until now when Himawari is in an actual life or death situation. Just a theory though. Maybe Kishimoto had something else cooking up.
If Naruto could switch sides but also using the kyuubi's power without switching does that mean boruto can?

I haven’t read the manga myself but going on the panel where kurama asked if Hima knows him I doubt he remembers anything about his past life at this point; why I don’t think naruto is getting kurama back is how I see boruto going where the show is saying it’s time for the next generation to take over, the beginning of it when the boss battles happened we witnessed how naruto and sasuke got pushed to the limit and then lost their highest forms and now we see these younger ninjas growing faster than the OG’s did in their youth.
And personally I think it would be bad writing if they hyped hima up to be super amazing just to nerf her with giving naruto kurama back, it would defeat a major takeaway from the story. I can see them having naruto do a temporary team up with hima’s kurama and teach her and him but I don’t believe he’d be getting him back.

That’s a very good observation that a couple of fans missed! As I still see some questions in reddit asking why the likes of Orochimaru, Kabuto, are free.
At the end of the day, it was politics. In that episode, Sasuke asked Orochimaru why is he still roaming free. Orochimaru fired back at him, “I could ask you the same thing”. Then he explained that it would be wiser for “mavericks” like them to be “leashed” within konoha incase the village will need their strength. Konoha was playing for the bigger picture.
Even Karin said that it was too dangerous for Sasuke to stay in Konoha even if he was allowed to. He had the rinnegan and even if there was peace, the village couldn’t take that chance. That’s why sasuke was given that “redemption” role. It was more of a “lets use that power of yours to further increase our intel and security, and no don’t stay here you’re a walking target.

He grew up actually safeguarding Himawari like Kurama did for Naruto, he saw Naruto's life with Kurama and saw they could actually be accepted so he made the choice to stay with her.
