OMG! I was trying this over and over and over. I can't count how many times I pulled the stupid thing, jumped on top, and kept failing to reach the ledge. The thing I was doing wrong was, I wasn't trying to shoot the cage from high up (as it was hanging low). MAN!!!!

funny thing, you can actually clip through that cage and get to the top, even when it is at its heighest. this happened the first time i tried, although the rest ended in failures.

The way you solve this is the correct way, but I was also able to do it, just BARELY, from the second level. I roped the cage not from the back of the room, but from the next open section without railing, which gives the cage a kind of diagonal swing direction. Probably the hardest part of the game.
