I tried all of these and none of them fixed the problem. It just started today 12/3/22 out of the blue. I even slowed down the last part, copied the screen shots into ppt pages and went through it step by step, and no help

I faced the same issues. I have both Acrobat Pro and Acrobat Reader. While I cannot find the eula.exe file in Acrobat Pro, I can find it in the Acrobat reader folder and when I opened and clicked "Accept" the issue is resolved for the Acrobat Pro. Maybe you have both softwares and therefore you could not find eula in one of the folders.
