He’s like a Slinky and a villain who actually kills one of the main characters by squeezing him with his spring until he dismembers the hero. “Steering wheel” is actually supposed to be one of those metal puzzle toys you need to take apart or put back together (Mind puzzle man). The four armed guy is Samson Teacher. He was the teacher of one of the main characters.
