So smoker's devil fruit is what's called a logia type which means he can turn his body into the element his devil fruit is. Smoker can become smoke which is why luffy can't hurt him. In the first half of one piece logia's are super overpowered

@@GiraffeReactionsZone luffy is a paramythia type. Logia's can make their body intangible so they can't be hit by normal means. Luffy can't do that. Luffy's body simply has the properties of rubber. Paramythia is basically everything that isnt any of the other 2 types of devil fruits. Its the etc category and includes people like buggy and alvida and luffy. Logia is things like smoke, fire, lightning etc etc. The third type of devil fruit i won't tell you about since you haven't seen it yet. I try to keep my comments spoiler free but i will use info the writer gave us outside of the manga or anime since it makes things a lot clearer and you won't necessarily learn it from just watching. Im sticking around for the long haul cuz i love your reactions and discussions so im very excited to see what you think about the grand line

Dragon has the ability to control weather but even in the manga it is not revealed what it is.we can only speculate on basis of what is shown in this episode, again you cant even compare him he is probably even stronger than mihawk.

The cage nullifies the devil fruit ability, if luffy is trapped in that he cant stretch
