An IAS is a gazetted officer who has to work on the guidelines of the Government. As they are permanent executives, they are supposed to implement various government schemes at the local levels efficiently. They cann't do whatever they want to, they can do what other civil servants are doing,but in a distinguished and an exceptional manner. Saying that once you get into the services, then you will gonna alter the entire system is impossible and just a fantasy. :)
I think you've taken my comment in a wrong way or perhaps you couldn't get what i wanted to say. Laws by themselves can not transform the society and the condition of the people,it is to be implemented efficiently then only you can see the change. Civil Servants, particularly IAS and IPS are the ones who contribute in the implementation of those laws because they've the power to do so.
