      Yes, because there is limited space in certain locations and if you don't limit it a little bit pretty soon the entire beach is taken up with people using it to make money, leaving no room for anybody else. Why didn't the reporter bother ask the City if they'd be given a permit if they applied for one? Why didn't the reporter ask if there was a FEE for the permit?

      If there are too many people out there teaching classes and selling stuff, pretty soon there is no room left for anybody else. Competing vendors/teachers can also get into disputes with each other (e.g., "I was here first!" "No you weren't, this is MY space!"). With a permit, they can be spaced out so there are no arguments about space and nobody needs to be crowded.

      I’ve about had it with this crap. I went in to Starbucks yesterday and there was two male bums in the Women’s restroom. I witnessed 3 ladies walk to restroom , open the door only to see two grown ass bums in the women’s bathroom. The ladies came out practically running and scared because homeless guys were in the ladies bathroom. I immediately walked up to both dudes and told them to kick rocks and that they have no damn business in the ladies restroom. I had to get loud and tell them get the fuck out. And they did.

      As far as the news I’ve gotten goes, I don’t hear insane San Francisco stories about San Diego. But I could be wrong. Isn’t it nice that their problems go to this extent? At that level, you think about quality of life and quality of society. Not survival.       Walking, running, and surfing are all solo activities that are public. A yoga class is a commercial activity, regardless if the yoga instructor charges for the services or not. Performing any kind of commercial service in a public space requires a permit. That means if someone was offering group walking, group surfing, or group running services as a class or any other commercial endeavor, whether for a fee or not, they would need a permit. It is not the activity that is the problem, it's the capacity in which the activity is taking place that is the problem.
      It's really not that hard to understand.

      Prohibiting yoga is NOT what this is about. Individuals can go do yoga on the beach all they want. This is about running a business on a public beach. Any business. These yoga instructors are using the public beach as their venue. It's not fair to the other vendors who get a licence to sell on the beach. They need to get a licence no different than the hot dog vendor or go rent a business space.

    This is a First Amendment violation - it’s a public area and the public has a right to peaceably assemble and freely associate. Especially when it’s not a commercial activity. Even the rule they’re quoting says 4 or more people gathered for a _COMMERCIAL ACTIVITY_ which a free yoga class is not commercial.
    The way this is being interpreted and enforced at the moment, would apply equally to a family of 5 doing anything together at the same beach.

    A “public beach” in California, you need a permit to look at the Pacific Ocean if 5 of you and your besties are together.     If you WANTED to destroy both a sense of community and people's connection to the natural world - I'm not sure how you could accomplish that any better than with legislation and enforcement like this. I watched a similar thing happen at a small pond in north county where until a few years ago I took my young grandsons to feed the ducks and learn to fish by catching and releasing some small catfish. First the park service put up signs to stop all fishing which really disappointed my grandsons. And about a year ago they put up signs stopping people from feeding the ducks. As my brother once put it regarding such ridiculous legislation - "the bean counters have won." Cutting urban children off from the few options they have to engage the natural world is completely clueless and cruel in my opinion. Similarly it makes no sense to ban people from doing a free yoga class on the beach. : /

    I had to step over human excrement left by homeless, not once but twice, while walking the University Avenue sidewalk in Hillcrest this morning to get to my barber for a haircut and the city is focused on this? Vote this city council and mayor out this November 2024. We need people on our city council with proper priorities, not ones that are focused on letting our sidewalks become trash filled sewers full of open drug use and stopping upstanding sober community members from enjoying the public spaces in the name of selling permits.

Yesterday it was another four times on fifth Avenue in Hillcrest, after being screamed at for simply walking the sidewalk and followed by a naked from the waist down crazy homeless woman on fourth Avenue. This city was once safe, clean and beautiful back when the police were allowed to enforce rules and laws. I recently at Walgreens and watched a man who appeared to be homeless start stuffing merchandise into a duffel bag right in front of me. I immediately walked up to a store employee and told him and he replied thank you for informing me, then just let him walk out of the store with the full duffel bag and said there isn’t anything they can do and police will not respond any longer for simple shoplifting. Our mayor and city council have let this city just go to hell.

    I was just their with my family and in broad daylight I had a couple groups of young people smoking crack right on the sidewalk..further up the road on our way to see the aircraft carrier there was another group smoking meth or crack on a park bench on the path.I was blown away and we decided we will never come back as it’s to dangerous.

    It's called taxation of the low hanging fruit. It's not about laws or public safety, it's about generating income for the city. All cities in CA have figured this out and are employing it, and you can thank your City Managers, City Attorney's, and the Mayors and City Council Members that you keep voting in. These folks have figured out that if you tax people with money (parking tickets as a thankyou for shopping downtown, permit requirements for everything, things stacked onto building permits, etc.) you can keep giving yourselves those sweet salaries and benefit packages, keep getting raises, and most importantly, pay for the 3 other people who've taken early retirement from every position, that you now have to fund for the next 50yrs each. Meanwhile, crime, drug-zombie encampments, bold thefts from all manner of stores, take over of campuses by terrorists, goes on, and on and on, untouched. But show up for a yoga class, or get caught walking your well behaved dog off-leash, and it's a swat team call out, and the crime of the century.

      Thats how Philadelphia worked when i lived there. Crime was everywhere, but a FLEET of parking enforcers were just waiting for your meter to run out or if you parked in a wrong spot got even a minute. Tickets to all law abiding citizens and tourists- a huge income stream.

When this "taxation of low hanging fruit" started here about 20yrs ago, we jumped from $8 hand written parking tickets, to a literally fleet of both plain clothed, and specialty "meter-maid" vehicles traveling the downtown loop like a swarm. Tickets jumped to $54, and then all the meters were replaced with electronic meters with blinking red lights, and now those have been replaced with kiosks in random places, and I have no idea how those keep track of where a person is parked, or their time... but here we are. Meanwhile all manner of drug zombie behavior in that downtown touristed core, 24hrs a day, and them living in our "protected" creeks in tent cities, and they are free to do so.

    We just flew into San Diego airport for our vacation in Carlsbad. There are migrants living in the airport, it’s dirty, and everywhere seems to have a homeless problem. The price of food & gas in CA is totally nuts. Much like the priorities of the reigning political party. I lived in southern CA over 20 years ago but it’s not like it used to be. Shame really because it is a beautiful place.

      I believe you hit the nail on its head about this topic. It's a disruption of beach access, which is for the public. Personally I get annoyed whenever I visit the area and see them operating their yoga classes/business. They take up public space, the minimal parking available and most importantly prevents locals and outside visitors from visiting the site. As a local fisherman, you either comply with the local regulations or not bother at all. Just my input on this.

    The idea that you need liability insurance before you give free instruction is incredible. What if you show someone interested how to windsurf or kayak? US is a very inhibited unfree society. Try NZ, Philippines, even UK ( when I was then in 70s anyway).

    What if multiple people just happen to be doing yoga on the beach at the same time? How far apart do people need to be need in order to not be considered a group. Families of over four people better split into two groups if they think they are going to have a joint activity on the beach.

    City Hall is public space. I'd start daily classes there. Illegal food vendors are an issue.

      It's not just ONE yoga class though. There's classes constantly and it's turned into an outdoor gym, takes up parking, and why do people have to hear a yoga instruction class going on while they're trying to just relax at a beach? This is why things get regulated with permits cause if you don't its overcrowding

If they can do it in silence, and keep the crowd down to about 4-5 people, it would probably be fine. I’d rather the city enforce the groups into silence rather than insisting they pay for a permit.

    The regulation isn’t to “keep people from doing yoga”. It’s to keep obvious regular yoga entrepreneurs from hogging public areas with their classes. Yes, they claim “donation only” but donations are absolutely expected and tax free for the instructor. There’s also a specific instructor who is rude to non-yoga people who want to use the “public” land during his revenue-generating classes. If it wasn’t for him, the city probably wouldn’t even notice these classes.

    They're not probibiting yoga on the beach, but the use of the beach for a commercial business purpose. People running a business are using public space for their own business means and the city has every right to crack down on that as you cannot use public space for your own business as it takes away from the public's access. If all yoga instructors abandon the use of a traditional brick and mortar spot and utilize the beach for their business, then it means less space for others who use the beach for its intended recreational use. It's the same concept with event planners that were using the beach for commercial use at the expense of the public that started to find itself crowded out. Get a business space if you want to do this and if you haven't the money to lease a space then figure out some other get rich fast scheme.

Why not cross-fit classes with 50 people that block off a section of the beach/park otherwise intended for public use?       If the family is taking up space and running a business then they obviously need a permit. Just like you need a permit to fish on the pier, teach surf lessons at the beach, rent bikes and surfboards, etc

      You need A "permit " to teach someone how to do something now?
      North Korea probably doesn't require a permit for beach yoga but Commiefornia does?

      @@magesalmanac6424 maybe because it's not a sensible comment. People should be able to do whatever they want to on the beach as long as they are not breaking "normal" laws like theft, assault, indecent exposure, dogs running loose, etc
      Nobody's "enjoyment of the beach" is being infringed by women stretching.
      The only people complaining are the jealous overweight women and the gay dudes. NOBODY else cares .

      @@charlesritter6640 You're just the type of person that would go to this spot and be angry that you can't enjoy it without all the yoga classes taking up the space and having to listen to the yoga instructor. You can't imagine how annoying it is to go somewhere that is for all to enjoy to see that you are unwittingly inside a gym with fitness classes. It's not an outdoor gym it's a public beach and it needs to stay that way and how they keep it that way is by regulating it with permits.. otherwise it gets quickly overrun.
