That's a mess!... They need to hire a good carpenter, to rebuild that section.... They should have had a home inspection before they purchased that mess.

As a structural engineer I agree the workmanship is substandard.

That valley is a mess😬. I would have expected jack rafters meeting into a valley rafter or an over-framed roof. However, that is not the case here...
I almost wonder if that chimney and valley/roof was installed later? Some kinda of addition? It looks like the framing was was butchered after the fact and that's also why the plywood is hanging out like that.
The ridge board which you said nothing is supporting in that part of the video. Are you referring to the fact the rafter is missing it's opposing rafter (this being missing is bad). Although can't be 100% sure due to video resolution it looks like there might be some nail holes for that missing rafter. The thing is a ridge board is not load bearing. The load of the rafters is put into the wall and the rafter ties. Some older building may not have a ridge board at all. If there are no rafter ties then it is a ridge beam which would need supported (e.g cathedral ceilings). However, this house has rafter ties (also called ceiling joists).
What you call a cross beam is called a collar tie, and is deals with uplifting forces and is not always needed. Also if the span of the rafters is long enough you may also see a strong back and purlins.

It’s poorly framed, but I wonder how you will approach this as a roofer. I briefly did repair carpentry for a roofer, but didn’t encounter anything this bad, just replacing rot or framing skylights. Definitely have to point out your doubts about some areas, in case it gets sketchy when you re-sheath.

Criminal incompetence by the framers right there. Needs to have the entire roof deck torn off and most or all of the roof framing re-built to something resembling Code compliance.
With some luck they might be able to re-use some of the framing lumber. But even a lot of that appears compromised by water intrusion.
