For 2024, the cap will be set to around 364,000 new study permits - a net decrease of 35% from 2023. The cap for province will be based by population. Effective immediately, the immigration minister has said that applicants must provide provincial attestation with their study permit application. From September 1, postgraduate work permits will no longer be available to public-private institution models. Master’s and PhD students are to be exempt. Federal government has announced plans to combat fraud and “punish bad actors”. As well as the “recognised institution” framework which will give ‘trusted’ schools access to fast-track study permits for their overseas students, it also raised the proof of funds amount to CAN$20,635 in late 2023.
I"m Canadian. The government is focusing their study permits towards colleges and universities that are well established and formally recognized to cut back on the growing amount of private colleges who are offering very little supports and a poor quality education to the students they are enrolling well past their ability to meet their needs. The huge amount of students these colleges have been accepting is creating a scenario where students are paying very large amounts of money for poor schooling, and are struggling to find housing or work to sustain them while in the country. It is unfair to continue to take advantage and put these students in poor conditions.
To be announced in the next few weeks: Open work permits will only be allowed and be available to spouses of international students enrolled in master’s and doctoral programs, as well as professional programs such as medicine and law. Spouses of international students enrolled in other levels of study, including undergraduate and college programs, will no longer be eligible.
Government should close down 50% of private colleges, as some are perceived as fraudulent operations exploiting their own community members. It's should proposed that most private schools should enroll at least 75% local students and cap international students at 25%. Additionally, it's recommended that international students be prohibited from working until their third year, to prioritize employment opportunities for local students. Furthermore, it's should proposed that wages for international students be higher, incentivizing companies to hire locals first. The primary reason for international students to come to Canada should be to study 4 year course (not 2 year). Only upon completion of their studies should they be eligible for a work permit and begin contributing to the workforce or go back home. Until then, work opportunities for international students should be restricted.

Just to clarify this doesn't affect spouse work permit for current work permit holder...

If your course is masteral and PHD then the answer is yes. If not, nope.

In order to better align the Post-Graduation Work Permit Program, we are changing the eligibility criteria:
Starting September 1, 2024, international students who begin a study program that is part of a curriculum licensing arrangement will no longer be eligible for a postgraduation work permit upon graduation. Under curriculum licensing agreements, students physically attend a private college that has been licensed to deliver the curriculum of an associated public college. These programs have seen significant growth in attracting international students in recent years, though they have less oversight than public colleges and they act as a loophole with regards to post-graduation work permit eligibility.
Graduates of master’s and other short graduate-level programs will soon be eligible to apply for a 3-year work permit. Under current criteria, the length of a postgraduation work permit is based solely on the length of an individual’s study program, hindering master’s graduates by limiting the amount of time they have to gain work experience and potentially transition to permanent residence.
